"The Preparatory Committee for Reunification officially proposed to the North (DPRK) holding talks about issues of mutual concern in January next year," Unification Minister Ryoo Kihl-jae told a surprise press briefing.
Ryoo serves as one of vice chairmen of the committee, launched earlier this year, along with Chung Chong-wook, former South Korean ambassador to China. The committee's inaugural session was chaired in August by President Park Geun-hye to draw up a blueprint for reunification with the DPRK.

The DPRK has demanded the lifting of the May 24 sanctions, imposed by South Korea in 2010 when the South Korean Navy corvette Cheonan sank in waters near the disputed western sea border. The sanctions have banned all inter-Korean exchanges except for the joint factory park in the DPRK's border town of Kaesong.

Pyongyang has also called for resuming tours to the scenic Mount Kumgang resort in the DPRK's southeast coast. The tour, launched in 1998, was halted in July 2008 when a South Korean female tourist was shot dead by a DPRK soldier after venturing into an off-limit area.
Meanwhile, Ryoo said high-level inter-Korean contacts would be held separately from the proposed dialogue if the DPRK accepts it, suggesting a two-track approach to talks with Pyongyang.
